Attorney General Liz Murrill's Louisiana Bureau of Investigation Arrests Houston Man for Stealing More Than $43,000 in Louisiana State Employees' Retirement Benefits
Attorney General Liz Murrill's Louisiana Bureau of Investigation (LBI) agents arrested a Houston man on felony charges after an investigation revealed he fraudulently received more than $43,000 in Louisiana State Employees' Retirement System (LASERS) benefits.
The suspect, 48-year-old Mansa Dwayne Dyer, of W. Tidwell Road in Houston, Texas, was arrested on July 30, 2026, and booked into the East Baton Rouge Parish Prison on the following charges:
- LRS 14:70.9 – Government Benefits Fraud (Felony)
- LRS 14:67 – Theft (Felony)
LBI received a request for assistance from Louisiana State Employees Retirement System (LASERS) regarding allegations of fraud. LASERS officials reported that they had learned of information indicating that Mansa Dwayne Dyer, a deceased member's son, had been fraudulently receiving benefit payments that should have ceased upon the member's death in January 2023.
During this investigation, LBI agents discovered evidence indicating that Mansa Dwayne Dyer failed to notify LASERS of his mother's death and continued receiving her retirement benefits. Agents also learned that Dyer, who was not eligible to receive his deceased mother's benefits, had full access and control of her deceased mother's bank account(s). After each deposit, evidence disclosed, Dyer transferred the retirement funds from his deceased mother's bank account to an account in his name.
Between February 2023 and December 2024, as a result of this scheme, Dyer defrauded LASERS of more than $43,000.
LBI agents subsequently secured an arrest warrant for Dyer through the 19th Judicial District Court on felony charges of Government Benefits Fraud, R.S. 14:70.9, and Theft by Fraud, R.S. 14:67.
On July 23, 2026, deputies with the United States Marshals Service (USMS) in Houston, Texas, located Dyer at his residence and arrested him on the fugitive warrant without incident. The USMS transported Dyer to the Harris County Jail in Houston.
On July 30, 2026, LBI agents extradited Dyer to Louisiana and booked him into the East Baton Rouge Parish Prison on the fugitive warrant.
